Interesting. I once had an experience with Mexican Key Limes where I
would have swore each seed yielded two sprouts. No giberellic acid
applied at all, and the were soilless germinations.
As for less being more when it comes to GA-3, I'm certain this can
often be the case. I've read that in other horticultural applications
(producing seedless vegetables, inducing flowering, etc.) of GA's this
is absolutely the case. Specific concentrations for specific purposes
on specific species, and too much can do more harm than good.
