Karen,
In my experience, the bleach dip is important. If you are worried about
bleach burn on the cut ends (and for some soft cuttings, I do) then dip
them, cut them with a sterile blade, and then stick them. And yes, you
could have overwatered. But unless you had the bag full of water, that's
not likely.
