While I in no way claim that this will work for all roses, I have had some
success with the following:  I clean the seeds from the pulp and place in a
zip-lock bag with coarse, just barely damp sphagnum moss.  I place the bag
in the veg crisper of my 'frig (i.e. about 40F) until March or April then
remove the bag to room temp.  Then I simply watch for germination, then
remove the germinate seeds to a seed starting mix.
