Hi Barbara...,
In answer to your questions:
1. No, not at all. I had success as follows: Fill a 6 inch pot
full (or at least the top several inches) of your favorite seed
starting mix and sow the hosta seeds on top, then cover just barely
with more mix. Keep just barely moist - I cover the pot with saran
wrap until after germination.
2. I picked out a spot in my garden in the fall and sowed the seeds
right there, scratching them into the soil and protecting them with a
very light mulch (like straw). Most of them germinated the following
spring.
