Hi, Heather:
Your assumption is correct--cool and warm in the naming of fluorescent
tubes refer to the preponderance of blue or red (respectively) in the
their spectrums. You can mimic a grow light by combining one 'cool white'
light and one 'warm white' or 'daylight' tube.
And don't waste money buying your bulbs in hardward supply stores, either.
Go to an electrical supply shop and you should be able to get 48" tubes
for a few $ each.
