term pampas grass to refer to all ornamental grasses because that is the
only name they know.  You might try Erianthus ravenna for a tall ornamental
grass that is hardy in your area.  Ravenna grass is sometimes called the
Northern Pampas Grass.  Plumes top out at 10'-12' and it is magnificent!
