Have you tried 'Round-up' herbicide ? It should do the job. Apply it
with a wick applicator or a paint brush or an old sponge mop so
you only put it on the leaves of the ivy . Round-up only affects by
contact.
(Research indicates that Round-up degrades rapidly in soil but
remains active in water for some time so be careful of run-off into
streams or sewers.)
