For all practical purposes we dig and divide our perennials in the winter
dug and in cold storage.
Astilbe corms can be cut under any terminal bud including the basal portion
of the roots.
When you do this the first time wash the soil away for a better view of the
root system, and break up the roots in several large portions to be safe.
Astilbe can be divided pretty much all year round.
