Who imported the species that are invasive? Stockmen imported cheatgrass
and Russian thistle. Wasn't it the USDA that imported kudzu? I don't know
who imported Lythrum. But I think this blanket shut out everything
approach is simply to conceal the fact that the APHIS inspectors sit around
with their teeth in their mouths, won't, can't inspect anything, but man,
if there's a certificate required, they can see whether that's present or
absent. I believe phytosanitary certificates accompanied the twigs that
brought plum pox to Pennsylvania, BTW. I think this is using a cannon to
deter a gnat, and we'll all pay a heavy price for this treachery. So much
