Yes, I have seen the Japanese deer scare used here too. I think they are
very attractive and I also find the noise they make to be rather soothing.
I really don't think they would scare deer or raccoons though! ( I hope I
am referring to the same deer scare that you are!)

i installed a deer scare (shishi odoshi) in my small pond, and the racket
seems to scare off fish eaters. makes my neighbors think i'm out working
too.
