We found this to be true also. Some pulmonarias can easily be damaged in
shipment with those long floppy leaves in small pots. Often times you do
not even see the damage at first. It will usually show up a few days
after planting  where the tissue has been broken. Some of the pulmonarias
have extremely small leaf base for the length of the leaf. Once we
realized what was happening we were able to cut our losses to practically
nothing.
