brick wall


I'd appreciate your suggestions for one of the beds which the garden club maintains at city hall.  Flush with funds from overburdened taxpayers, the city built an approx. 15' long brick wall, replacing an older, more modest wall.  The new wall is made of ordinary red bricks (yes, I know I should buy a box of Crayolas so I could specify the shade) and capped with slate.  It consists of three segments: the center is 9' long by 3' tall and is flanked by two smaller segments 3' long and 2 1/2' tall. It faces east in full sun, surrounded by lawn.  The purpose of the wall is to establish beyond any shadow of a doubt that the driveway next to which it sits is, indeed the ingress to the city hall lot and not something else entirely different.  The central part bears relatively tasteful brushed aluminum(?) letters spelling out "BAY VILLAGE MUNICIPAL BUILDING".  The city's only request to the garden club about the planting at the foot of the wall is that the flowers be no taller than the 1' of wall area underneath the letters.  The flanking segments carry no letters so taller plants are fine there.  The bed is about 3' deep, the soil is clay which will be amended with leaf humus.
We planted annuals this year, but I am  working on a lower maintainance plan with perennials and grasses.  What are your suggestions?
