If they are what I think they are, these will swarm with little
provocation.  Usually every couple of years, someone around here gets
killed by them because they rode a lawn mower past the bee's lair and got
everyone inside excited.  I seldom use pesticides, but I sure did when I
found one of these bee dens on my parent's property.  Raid makes a spray
foam with a 20-foot reach - you can soak the den; the opening will fall
away and enlarge when they are finished building their hives.

On the other hand, depending on what you think a yellow jacket looks like,
maybe your bee is just the friendly and helpful bumble bee.  I have some
that live in the soffit and some that live in holes in the ground.  It
would be worth a trip to the library, or around the www, to identify your
guest before making a life-or-death decision.
