I had Astilbe 'Fanal' with identical symptoms. I have no idea what was
wrong, but I dug it up, divided it, put the sections into freshly amended
soil (with plenty of room around each plant), and watered it well for the
rest of the season. The next year it was fine.

My rosebuds are affected by the same pest, whatever it is. Pick off as
much of the webbing as you are able with a dibble or other blunt tool, then
spray the affected leaves/flowers and areas close to them with a solution
of a few drops of dishwashing soap (the pink liquid is the least offensive
to the plant) in a quart of water. Make sure all the affected areas are
saturated. Spray twice a week for a couple of weeks. This also will kill
aphids and small flies.
