Nikko Blue should survive in Zone 7. There may be something wrong with
yours. Mine grows fairly well in Zones 4-5 (I'm on the line); I keep the
soil moist and acidic. It receives no winter protection. Dieback is a bit
severe, but it survives. It's been in the ground in partial shade for 3
years.
My Annabelle grows far, far better.
