Well, actually, Lucy, I have seen quite a few posts on assorted lists
advocating just this.  I do not think it is openly stated policy for
any association, but it certainly has trickled down to a number of
people who post on lists on the net, so the impression is out there.

You said in another post:

I couldn't agree more.  This is precisely why I am opposed to a
'clean list' or 'white list' or 'assessment' of all plants approach;
one size does not fit all in this vast country.

Well, if you read what Dr. Faith Campbell advocates, you have to
wonder as she is pretty adamantly opposed to "exotic" plants and is a
strong proponent of regulations to stop allowing import of all
'exotic' plants.  She is, BTW, one of the guiding lights in
formulating the proposed APHIS/PPQ actions.
