Rhonda, did anyone answer your q's yet? If not, is your plant variegated?
There is a foxtail (green and yellow) and a similar plant (white and dark
green) called 'Manna grass' that resembles foxtail. I have not been able
to get the seeds of either type to germinate (yes, that is what is flying
into the wind from the 'tail'), but believe me, you will have no problem
propagating it! They are runners, spreading from roots (stolons?). Does
best in sun or at least part-sun; poor to average soil is sufficient. Both
will spread like monsters in well-fertilized soil. Like most grasses, a
little more nitrogen than you would use on your flowers is allowable.
