Well, to my mind, there is no short cut here. If the soil needs amending
in a bed, you have to dig up all the residents, amend the soil and put them
back...
You can, over a period of several years, improve soil by topdressing, but
that is not a short term cure.
If the house is old, probably the beds are, too, and if you want to do
perennial flower beds and borders, you really have to revamp them every few
years by removing everything that can be safely moved (some plants resent
this too much to make it worthwhile) and giving the bed a thorough going
over. This is a lot of work, but it also provides you with an excuse to do
dividing, get rid of tough perennial weeds and re-design the bed if you
want to.
