Ran has hit most of the reasons why your rhodie might not flower.  Some other
ideas are that the rhodie might need different light conditions than it
presently gets.  I have had to limb up some of the pine trees to let more
light through.  You could also try using triple phosphate in late summer. I
have had success with that also.  I believe that most critical is watering
until the ground freezes.
