I'd say deer, groundhogs or rabbits.  Raccoons don't eat plants in that
way.  They eat fruit and seeds, not flowers, leaves and stems.  I'd
probably vote for deer since black-eyed susans are a bit fuzzy and tough
and usually groundhogs and rabbits like very tender type plants...deer will
eat anything.

Fencing is about the only sure solution, tho' hot pepper spray might
discourage  the munchers.  Large dog running loose will also tend to
discourage them:-)
