Bobbi,

I have overwintered impatiens for years and have found them to be one of
the least temperamental plants.  Mine are in pots all year, so just before
the first frost, I cut them back to the point where they don't look leggy,
then bring them in to the living room, and keep them near the window.  If
you have them in a window where there is little direct sunlight they'll do
fine, just won't bloom much.  Last winter, I brought a pot to work where I
have a window with strong southern exposure and these bloomed like it was
summertime, the only drawback being that on days when the sun was going
full blast all day (rare days, in a Kentucky winter) they would get a
little wilty-looking.

If you will be removing them from the ground, then I suggest you put
cuttings into a mix of about 50:50 professional potting mix and
vermiculite.  They get a better start  in a nice light mix like this.  But
I don't see why you would need to build the mini-greenhouse you read about
in the newspaper.   As to your question about rooting the cuttings in
water, I've never used an opaque container; I just use a glass or clear
glass jar.
