Hello Clyde,
The dwarf Hemlock Cole's Prostrate is the only form I know of that fits
the bill for you. I am sure there are others, just I have not purchased any
new conifers in a while. It needs to be staked if you want any upward
growth out of it. Trick will be in getting a small one from a nursery that
has not already been staked to get up right growth.
It will flow over rocks just like water. Nice and will take a bit of shade
as well. In fact, all of my hemlocks are planted in shade on the north side
of a hill and do well.
