Planting Bulbs in Hosta Beds

I decided this fall to plant a lot of spring flowering bulbs--tulips and many
of the "minor" bulbs.
I have a couple of questions:
1. When can the foilage of such be removed after flowering?
2. Any suggestions on how one can "mask" the rather unsightly foliage?
3. Are there any tulips etc. that have variegated foliage? If so, which
varieties?
4. Ditto on botanical irises.

Thks!

P.S. Here it is mid-October and the tree leaves In Indianapolis are still
green. How's the fall foliage in New England?
