Diana,
These are whiteflies and they are especially bad here in the Central Illinois
area this year. I guess they would do damage if it weren't so late in the
season, but I wouldn't worry about it in September. I find it especially
interesting that they are clustered around the yellow/gold hostas because one
way to get rid of them indoors on houseplants is to put up a yellow piece of
cardboard covered in Vaseline. They are attracted to yellow.
