Question about rooting stimulates (hormones), and more

Hello everyone = I saw a TV program last night partly about gardening, and
plant propagation.

There was piece of the root of a  large plant being cut off with a shovel,
then put into a bucket with water mixed with rooting hormones, to stimulate
rooting. I have never heard of this method used before in this regard. Is
the rooting hormone used the same as the powdered hormone used when trying
to root plant cuttings?

Could I then assume that a small amount of rooting hormone placed in jar of
water, with plant cuttings, will do a better job of rooting? Perhaps I could
use this method to help root hard to root plants huh?

*** By the way - when you root a plant in plain water = after it is rooted,
would it be a good idea perhaps to put a little rooting hormones on the
roots before planting?
