You're right, it is the vigor and increase that I'm thinking of and I'd forgotten that Carol included that in her "rating" system.   Sometimes it just seems to be that a spot won't grow a siberian well and the same plant thrives in another area, or vise versa, but after a while I don't want to spend time mollycoddling something that just won't do well.  This was such a gorgeous year for siberians here, voles to the contrary not withstanding, that any that didn't at least bloom had to have something wrong with them.
