Since this discussion, I have weeded the rocks gardens of two months of constant rain and giant weeds. A jungle of foliage which I have not ever seen in my present garden.  I found the FOB with a tag living in some rocks.  Plants out there are of a size making one wonder if something awful will take place in the next few months should the weather become dry.  They are soft of stem and lush and the home of millions of slugs (also not much trouble here as a rule).  But back to the FOB, it is the same small wispy dark green little clump of foliage with no bloomstalk,  It has not died and does not prosper.  I expect I will pull it out this fall and replace it with something that will grow.
 
So.....does anyone really have a vigorous form of FOB which flowers yearly or know of a source of purchase?  If not the named FOB, is there another Sib of similar form? 
 
While here today, waiting for the next rain, I am also thinking of the dwarf white Sibs which do not seem to be named.  They were purchased as dwarf white.  I have large patch of these and they bloom in one section each year.  I would guess that bloom is not yearly for some reason.  This Sib is very persistent and has vigorous healthy foliage, just spare bloom.
 
For my conditions which are short frost free summers, good amended soils, Sibs located in full sun mostly, there are probably some that need longer frost free periods.  Otherwise the bloom is every other year.  One edits the gardens as one grows older and tends to keep the old reliables.  I would like to see more of this information in catalogs.
