Siberians do quite well here, Sandy.  They're nice big clumps, bloom well above the foliage and I never have to worry about rot.  Currently, I have about 20 diff sibs, 2 clumps each, spread throughout the landscape.

Hosting programs would be useful.
 
The club buys modern cultivars. 
 
They distribute them free to members.
 
After 3-4 years, everyone digs their clump, splits it, and the club distributes it out at whatever the market will bear.  The grower keeps 3-4 fans for their work.
 
There's more detail to it, but that is the general idea.
