milorganite

Others have identified milorganite and its source. It is used here in
CT as a deer repellent though in my experience it only works when
they're in browse-the-grass mode and has no effect on daylily eating. I
did read in a reputable source, which I now cannot remember, that while
it has been cleared for use in vegetable gardening, the vegetables
produced in the test results had 10 times the lead content compared to
those in the control bed. I know you won't be eating your
siberians.....
