My tomatoes are getting leggy, too, since they came home from a class with
me in mid-February (!). One hint I learned for making them stronger is to
replant them deeper each time, since they will grow more roots further up
their stems. The other hint is to put an oscillating fan nearby, on low. The
gentle breeze will help the seedlings "learn" about wind, and grow a little
stronger all around before you put them outside to experience the real
thing.
