There is a netting available for fruit trees that you may want to invest in.
(Dpwn side is that the birds can get caught in it)
You could hang reflective items around the plants so they dance in the
breeze.  Good example being the free CD's you get in the mail.  Tin Pans also
can be used.
Statue of an owl may work - people put them on their roofs to scare off
pigeons.
Let us know if you are successful!  People always ask for suggestions but I
don't hear very often what worked.
