I really believe those who do not live in the Midwest or eastern US should
be following the vegetable planting recommendations of their regional
cooperative extension office. For example, URL
http://www.ces.uga.edu/pubcd/l171-w.html tells you just about everything you
would ever want to know about vegetable gardening in Georgia including soil
preparation and planting dates. You can find similar information for nearly
all regions of the US by going to URL
http://www.reeusda.gov/new/statepartners/usa.htm, clicking on you state map,
and following the links. As to what the seed company "specifically" means
by "late summer", I suspect it is deliberately vague. You might have better
luck asking the seed company. -Olin
