What are these tomato bugs?

My roma tomato has all these brown leaves.  When I looked closer I found
maybe 30 small black roundish bugs with hard shells.  They are about 1/8th
inch, round, a few light color dots (white?) on their back, short antennae
and they were clustered around the bottom of the red tomatoes.

What are they?
And how do I get rid of them??
