Peas are sown directly and are one of the earliest things you can get into
the ground. The old axiom says something about planting by President's Day
or it's too late.
They can be sown well before the last frost date, as they are cool-season
and very tough crops. Our last frost date is April 3.

P.S. I would recommend ALWAYS reading the seed packets-- they are a great
source of information.
