Peas should be planted after danger of sub 26 degree F (-3C) overnight
temps has passed.  Peas are certainly frost-hardy.  In my area (Western
Wa at 800' elevation) we have a 50% probablility of sub-26 temps after
Feb 25 and a 10% probability after Mar 20.  I usually plant about Mar
10-15.  The lower-elevation areas around here can plant as early as
mid-Feb.  

I plant them shallowly so they don't get waterlogged and so they can
sprout more quickly when the daytime warmth heats up the soil.  The
birds seem to leave them alone more so than when they're planted
deeply.  (Go figure!)
