Don't they all!
The trouble then is that the so-called replacement which you have to
take on trust turns out to be no good.
Find out the life of your seeds, in most cases it is 3 years (except
onions, parsnips and a few other things) and keep 1 years seed in hand.
Foil packets will keep longer. If you get open pollinated seed you can
save your own seed in many cases, at least for backup.(not celery,
chicory, brassicas, cucurbits) at least as a backup.
One thing that makes the situation worse is that so often all the seed
merchants are sourcing from the same supplier. If he drops it then it is
gone.
