Depending on how much 'summer' you get (I live in England), I find it best to start them off in Feb in covered propagators on the windowsill, keeping them moist but not too wet, moving them outside to an unheated greenhouse but still covered until the threat of frost has passed. Only then would I plant them out. This will especially benefit the larger varieties such as Black Beauty or Prosperosa that need time to grow and mature and will therefore make the most of a longer growing season. I prefer the long varieties like Violetta Lunga and Gitana f1 and grow them the same way.

Whatever works for tomatoes should work for eggplant.  Start them in a container rather than in the ground so you have more control.  You can pre-sprout in damp paper towels if you'd like, but you have to keep a careful eye out to make sure they don't mold while you are not looking!
