Hi Larry,
The Japanese Beetles are so bad this year that I even found them on my basil. There is a US government site that says Japanese beetles don't eat magnolia, but the magnolia flowers are what they like best on my property. (They don't attack the magnolia leaves.)
I go out in the morning, whey they're still kind of sleepy, with a container of soapy water and gently shake each branch so that they fall into the water. The easiest for me to handle is a large plastic jug with a handle (like from bleach or a gallon milk container -- the wide opening is important). I did this every morning (and some days more than once) for a week or two and now, though I still see the odd beetle or two, there no longer seem to be hoards of them.
[of course, you could try to convince one of your Neighbors to get a bag-a-bug <evil grin>

Good luck. I'd also love to hear if anyone else has a non-chemical solution to the problem.
