It's squirrels. They're notorious for doing exactly what you describe.
They'll dig up both ornamentals and veggies with or without eating
the plants. It's their way of foraging, especially in the spring. I've
never found any of the deterrents to be especially effective. The dogs
are great, but only if they're outside when then squirrels are foraging.
Even though the cats bring me the occasional squirrel, the little buggers
don't seem to be especially afraid of them.
I've been told that live trapping and removing the squirrels is a
temporary solution. Squirrels are territorial and it takes them a little
while to claim the territory of a squirrel that has been removed. Watch
your fingers when you move the trap, you don't want to get bitten!
Some people put out poison, but I'm very opposed to that. If you're
going to kill them, get a pellet gun and let their death be quick.
