The little red bugs might be aphids, the white ones are probably
whiteflies. Buy or check out a book that identifies garden insects.
Rodale's Color Handbook of Garden Insects is a good source, about $15. If
my guesses are right, the "bugs" aren't eating the plant, they're sucking
the life juices out of it. You definitely should educate yourself on the
identity of common garden insects. Margaret
