TIA, if a young bell pepper plant (or any other) gets stressed and thinks
it may die it will set flowers prematurely. With bell peppers I would
pinch off any flowers until the green growth has made a healthy dark green
foliage and is about a foot tall. If you don't the plant puts too much
energy into flower and fruit production before the leaf area is great
enough to do a good job. Note that this is not scientific, and I may be
criticized by botanists who know much more science than I do, but I've been
flying by the seat of my pants in vegetable gardening for 30 years. Bonne
