I hill mine when they are about 6 inches tall. I just use my hoe to pull
more dirt up around them 'til they are just peeking out of the soil,
then I do it again when they grow another 6 inches.
Hilling them up just gives them more dirt to grow those yummy potatoes
in. And makes sure the ones that do grow are covered so they don't get
the 'green' skin from sunlight.
I have heard of people mulching them with straw, but have never tried it
myself. It would have to be a real thick covering tho.

Once those bulblet-y things dry out, you can plant them, or give them to
friends to plant their own at home. That's how I received mine. My mom
had taken my daughter to a McDonalds and while she was playing in the
playground mom had struck up a conversation with another person there.
When she mentioned I had a garden, he offered her the onion sets. Filled
one of those 'Happy Meal' bags almost half full!
As far as what to do with them????
