Difficult to know, it could be waterlogging, or maybe the manure was too
strong. Either way you MAY be able to rescue the plants with a foliar
feed, applied at no more than the recommended strength. Miracle Grow or
a seaweed formulation are both good. Were the plants hardened off before
planting?
