Bill,
I have had worms bore into my peppers, but never thru the stem! I've
attached a web site on pepper pests- maybe the descriptions will help. I
personally try not to use chemicals in the garden, but this web site is
mainly for commercial growers so chemical warfare abounds!

Hi everybody ,
I'm having a problem with my peppers (various types)
that I've never had before. There is some kind of
worm that bores in at the top and eats the center
out of the stem and it wilts from the top down .
It took a couple of plants to figure out what
was going on , I felt the stem and it felt hollow.
When I split it open , I found the worm . I've
saved a few more by cutting the top off when they
first start to wilt and killing the worm. If anyone
has any info on this pest I'd appreciate it..
