Hi,

Pine cones do break down in the garden, BUT they take several years. 
Because of the oils and resins, the regular composting bacteria have a hard
time with it. Like pine needles, the high acid content "sours" the soil,
which can be good and bad depending on your current pH. The acid loving
plants like Blueberries, Rhody's and Azaleas, are good places to spread pine
compost or raw mulch around. Also, consider composting the pine stuff
seperately from the regular compost materials.
