I don't know about Miracle-Gro but Phostogen which is another similar powder based plant food available in the UK will give a precipitate when mixed with water. If you used pure distilled water to dissolve your powder it would probably be OK, but none of us do. Minerals and salts in the local water supply will vary considerably from place to place. In some areas you will get a precipitate and in others you may not. I suspect the soaker hose Miracle-Gro is formulated in such a way as to accommodate this problem. Whether that justifies the increased expense is another question. The manufacturers of my soaker hose do give a warning about using soluble fertilizer in the water, so I guess the problem is a real one.
