The flowers are pretty inconspicuous, so it's possible that you missed
them. They appear late in the year, usually in October or so. However,
this species does like the same kinds of soils that hollies do: well-
drained, moist, and acidic. If you have it in a fair amount of shade
that could also account for the lack of blooms.

If this is Ribes alpinum 'Aureum', then yes, it is a dioecious species.
The female flowers are smaller than the males and a greenish-yellow
appearing in April. The fruit also aren't particularly edible (but they
look nice. :)
