Mummy? Maybe they're planted too deeply for your area?
From what I've read (in the Klehm peony book), you want to plant the eyes
*at* ground level. Mulch them during the summer...about an inch or a little
more depth. Uncover them during the winter...so they'll get as much cold
conditioning as possible. They need about 400 cold hours each winter.
Try siting them on north facing slopes and under deciduous trees, where
they'll get some summer shade. If you want to try more peonies, steer
toward early bloomers, the singles and semi doubles. I've wondered whether
the Japanese types might do well in southern gardens...they look lovely,
anyway.
