A subshrub is a plant that has a perennial woody base and annual herbaceous
shoots.  The name would lead one  to assume it has to do with size, but it
doesn't.
No wonder people are confused.  Perhaps a better term would be semi-perennial
or woody-herbaceous.    --Janis
