It's not unusual for Japanese wisterias to take quite a few years to
establish before they start to flower. During that establishment time, it's
ok to fertilize and water, but once established be careful not to overdo it,
or they put all their energy into producing leaves at the expense of
flowers.
Another reason for not flowering is not enough sun, but sounds as if you
think yours does get enough. Pruning is also important - major pruning
should be done after flowering (or in late Spring), after that it might need
one or two tidy ups, pruning new shoots back to two or three leaves.
